We have tested your manifest file and it imports as expected in Outlook Office 365.
For Outlook 2021 Classic, is this connected to a Microsoft Exchange server? Are you also using a Microsoft hosted email address or some other third party email provider such as google?

The issue is that the client Outlook 2021 does not recognise XML files in add on section

Thanks for your response. Outlook does not support add-ins in this way unless connected to a Microsoft Server. Third party servers such as Heartinternet are not compatible.
This is a restriction with Microsoft rather than our plugin.

V3 is discontinued and unsupported so no longer a recommended or viable option.
If you wish to continue to use our plugin, the best option would be to use a compatible mail server as described in the documentation. Either MS Exchange or Office365.
